No other UN body allows for a third term. The rules were altered to allow it \u2014 and that must never happen again.\u201d<\/p>\n<p>Highlighting the organization&#8217;s lack of global impact, Theoharis pointed to the tourism sector\u2019s <strong>negligible progress on emissions<\/strong>, saying, \u201cA 1% reduction is simply not enough.
